Election governance settings

Every election has a Governance tab (under the Governance section in the election sidebar). This is where you configure the rules that surround the ballot — separate from ballot items and voter access.

Quorum

Toggle Quorum required and set:

  • Threshold percent — e.g. 20% for Florida condo, 25% for California HOA
  • Basis — typically eligible voters

Quorum is tracked against participation during the election. Use the public quorum calculator to estimate requirements before you go live.

Ballot type

  • Secret ballot — voter choices are not attributed in results (default for HOA templates)
  • Open ballot — votes may be attributable depending on verification settings

Secret ballot mirrors to the election's ballot configuration automatically.

Inspector of elections

Required by default for California HOA elections. When enabled, assign:

  • Inspector name, email, role, and phone
  • Organization / firm and appointment date
  • Board resolution reference and independence attestation

Click Invite inspector to copy a public intake link. Inspectors submit their details through the form; you approve or reject submissions before they are assigned.

Notice rules

Configure how far in advance official notice must be given:

  • Minimum days before — e.g. 30 days (California), 14 days (Florida), 10 days (Texas)
  • Channels — email, postal mail, website/portal, SMS
  • Certified mail required — toggle when your governing documents require it

Certification

When Certification required is on, set how many days after the election closes results must be certified, and optionally a specific certification deadline date on the timeline.

Jurisdiction template picker

At the top of the Governance tab, use Select jurisdiction template to apply regional defaults in one step. After applying, review each section — templates pre-fill values but you can override anything before saving.

Compliance warnings

If your settings conflict with the selected jurisdiction (for example, proxies disabled when the template expects them), yellow or red warnings appear at the top of the Governance tab. Resolve warnings before activating the election.

Organization-level governance

Enable or disable governance modules (proxy management, quorum tracking, compliance engine, meetings, etc.) from Settings → Advanced Governance. Election-level governance settings work independently but respect which capabilities your organization has turned on.
