How Quorum Works
Quorum is the minimum number of eligible voters who must participate (in person, by proxy, or electronically) for an election or vote to be valid. If quorum is not reached, the vote cannot be certified and must typically be rescheduled.
Your association's governing documents specify the quorum percentage required for different types of votes. Common thresholds include:
- Board elections: typically 20%–33% of eligible voters
- Budget approvals: often 25%–51% depending on the association
- Amendments to governing documents: frequently 51%–67% (supermajority)
- Special assessments: varies by state law and bylaws
Quorum Not Met? Common Next Steps
Confirm your reduced-quorum rule
Many bylaws lower the quorum requirement for a reconvened meeting — for example, from 30% down to 15%. Check your governing documents before you reschedule.
Adjourn and reschedule with proper notice
If quorum can't be reached, adjourn and reconvene on a later date, sending revised notice to all eligible owners within the timeframe your documents require.
Launch a proxy and absentee push
Reach owners who can't attend and ask them to assign a proxy or vote early. A short, clear request with a one-click form dramatically increases responses.
Open electronic voting to lift participation
Electronic ballots remove the biggest barrier to quorum — showing up. Owners can participate from any device, and you watch quorum climb in real time.
State & Provincial Variations
Quorum requirements vary significantly by jurisdiction. Some states set minimum quorum percentages by statute, while others defer entirely to the association's governing documents.
- Florida: Many HOAs default to 30% unless bylaws specify otherwise
- California: Common quorum is 33% for board elections
- Ontario: The Condo Act specifies requirements for different vote types
- Texas: Quorum is typically set by the association's bylaws
